Alternative Policy: Government subsidy for producers who reformulate drinks to meet a lower-sugar threshold.

How it complements the indirect tax: While the sugar tax internalises the negative externality of over-consumption by raising the private cost of high-sugar drinks, a subsidy reduces the production cost of healthier substitutes.

Why it could be effective: The combination tackles both sides of market failure. The tax discourages unhealthy choices and the subsidy expands supply of healthier options, improving allocative efficiency. However, if demand for sugary drinks is price inelastic, the reduction in consumption may still be limited.

(Notice how this post explains the policy, links to economic concept and includes reason why it’s effective.)
