I believe this because of the way the Party has members all over Oceania, with Thought Police littered throughout every city, and spies in even the children born into Party families. There was no possible way Winston could have gone without being caught, he who was obviously against the teachings of the Party, when someone as loyal to the Party as Parsons was jailed on the word of a child. 
The messages in 1984 are so important because they outline what could happen if one person, or one group, were to come to power.
