His support for the Emperor Domitian during an uprising of Saturnius in Northern Germany was appreciated, and so he was elected as consul in A.D. 91. After the assassination of Domitian, his successor Nerva remained on friendly terms, and made Trajan the governor of Upper Germany in 96 A.D.. A year later, Nerva adopted him to secure support within the army, which did not like Nerva. To enforce Nerva's rule, he invited opponents of Nerva's reign to a reception, promising them promotions but instead killing them all, enforcing his rule.

Nerva, who wasn't very popular and didn't rule for very long, left a power vacuum. However, instead of rushing to Rome, Trajan made a visit to military posts on the German borders of the Empire, securing support from his troops. Then, after more than a year he finally returned to Rome, where he was triumphantly received, and he even walked among the common people, which no emperor had done before. His humility and respect made him popular with both the senate and the people, securing his position and influence.
