set the legislative body, or congress, as the highest power in the nation

- As congress was the highest power in the nation, people were no longer afraid of monarchy because they had enough trust in congress, and people still had a say in things.

congress had the power to start/declare wars and sign treaties

- Along with congress having the highest position in the nation, it also gave them the power to start wars, and sign treaties. This put congress in an entirely new position, giving them a lot more power.

fights among states could be ended by congress if brought to them

- Many states fought about money, power, position in the new nation, land, and many other things.

the United States still had no president

- As there was no president, many laws could not be forced as there was no executive leader and/or person to look up to as the leader of the country.

   still no national court system

- As there was no national court system, laws furthermore could not be enforced, and issues could not be disputed between people if they could not bring it to the nonexistent court.

the federal government was too weak

- Congress was given the power to pass laws, but not enforce them. If a state did not support a federal law, they could simply ignore it. Basically an anarchy.
