During this time Germany had a very mentally unstable leader. They came up with a plan which was that the Austria army would perform a swift attack then Germany would come in. Germany never asked Austria if they were able to perform a swift attack. This whole idea failed. Germany, later on, had a new plan to send Russia an ultimatum they told them they needed to stop mobilization within 12 hours or they would mobilize and declare war. Germany pressed the Kaiser to start the war. The Kaiser was then told misinformation that they had changed their plans and were to only attack Russia. They couldn't change their war plans since they had been planning to attack France for years. British king stated that there had been a misunderstanding and how they were only focused on preventing a war between France and Germany.
