I'm from Cagliari, Sardinia in Italy. 
In the last two years I came across some episodes of cyberbullying, so I'm very interested in the subject.
In order to solve the problem arose among some of my students, I learned, hold several seminars and attended some meetings on the theme.

Usually bullies lack empathy. They don't think others have feelings and they can badly hurt them!

Usually kids who have been bullied talk about their past experience. 
Victims of bullies are scared to talk. As a teacher I usually realize when a kid could be a victim, but it's not easy to help him/her if he/she doesn't speak.
It's fundamental try to encourage them to seek peer help, and then they'll pick up their courage to speak with an adult.
