This article is saying that when alcohol was banned, people still used it and abused it. It said it's been over 40 years since prohibition of marijuana started and it is proven to be far less dangerous than alcohol. The article said that the cost of enforcing marijuana laws is huge because there were near 658,000 arrests for marijuana possession which is almost three times more than all other drug arrests combined. Those statistics were from 2012 and they also show the arrest rate for young black males is much higher, so race becomes an issue with marijuana use. The article also says that it should be regulated and used to boost the economy. "The federal government should repeal the ban on marijuana"
