Since he is in a new place with new people, he wants to impress people, so he can feel accepted. Futhermore he is short for his age, so maybe he feels insecure. He does confuse Scout by leaving her out of his time with Jem, but this could be because Jem is like an older brother or father figure in his life. Since Dill's dad isn't around, it is natural for him to cling to Jem since he is an older boy.
