         <description><![CDATA[<div>No-kill shelters started in the 1960s when small, privately funded  groups of caregivers emerged in communities with lots of stray animals, wherein it was common that those strays be euthanized. Also, in the 1930s, the practices of spaying and neutering began to take effect and curb the stray populations to a manageable level by the 1960s. The groups continued to grow, and by the 1990s, the first organizations emerged. No-kill shelters have continued to not only bring down the stray population since then, but have also contributed to those animals' relocation to loving homes.<br>-Matthew Olliver</div>]]></description>
