Also, in the 1930s, the practices of spaying and neutering began to take effect and curb the stray populations to a manageable level by the 1960s. The groups continued to grow, and by the 1990s, the first organizations emerged. No-kill shelters have continued to not only bring down the stray population since then, but have also contributed to those animals' relocation to loving homes.
