Alongside this we need to create an environment that can begin to respond to this ‘state of being’ - of ‘not knowing’ - so the person can take the next step and not ‘freeze’ ‘become too anxious’  - this negative experience is described by a staff member in one of the videos.
To respond is to ‘Steward the System’ - a term created by Toby Lowe and others - who have also pointed out that the system does not invest money in what needs done.
