Although the other states had agreed to pay taxes one state had messed everything up. This was just one example of the disorganization situation. The reason this one needed to  be changed is that if one state did not benefit or gain something from it they could not vote for it and all the other states could do nothing about it.

I think the weakest part was how the "government" allowed so much freedom to the states. This was because of the lack of taxes. The states had the option of giving taxes and naturally they chose not to do so. This caused the states to go into a deep amount of debt with other foreign countries, since they couldn't pay off what they got during the war.
