I believe that when comparing Austria and Prussia it is easy to see that while Prussia (Bismark) apposed many liberal, socialist, and forward thinking ideas they truly embraced modernity in the sense that Prussia took full advantage of the Industrial Revolution, underwent many military reforms, and employed the use of some modern government institutions while Austria had fully embraced Conservatism and would not undergo the Industrial revolution like Prussia did. This allowed for Prussia to take advantage of the various weaknesses of it's geopolitical rival and come out on top in the end.

How consequential were the revolutions of 1848?

I think the revolutions of 1848 were significant because even though they weren't a complete success, they helped build German nationalism. For example, the text states: "German national feeling continued to develop. The years between 1848 and 1862 saw a growth in creative work by musicians, artists, and writers" (169). This is important because the German people needed to be united to support unification.

Some of them may not have been happy about this, though, due to their dislike of his politics and "blood and iron" policy.
