It can happen anywhere in any situation as big as a murder or as small as just a nasty comment in the hallway in school. In most cases the victim is suffering but no one intervenes because they are too scared to stand up and go against others. This doesn't always have to be the case, sometimes it is just assumed that someone else has already done something or will do something. Pictured is a pretty foreward quote by Albert Einstein: "The world will not be destroyed by those who do evil, but by those who watch them without doing anything".
