They go to prison because they did something bad, we know that their brain is not yet fully developed so in a lot of cases they don't really understand the repercussion s of what they did. Instead of the prison teaching them the "right" way, they abuse them and make fun of them. So when they get out they are worse off than they were before...

They know what happens to the individuals in there and they still do it. I think that once you isolate the kid and cut out any outside interactions, their brain goes a different rout and doesn’t develop the way it should be. This could result to learning disabilities, social disabilities, not being able to read social cues properly, not knowing how to act or even not knowing what is morally right or wrong.
