The flu pandemic could have easily been avoided had the federal government and local governments taken better steps in preventing transmission. While the government had little to work with in regards to medication or vaccination of the disease, the federal government could have introduced new programs and policies that make it so the sick are not legally allowed to do as much as the healthy or even increasing the transportation means to make it so that people have less contact points.

If an engineer adds more lanes to a highway, the engineer creates more space for the traffic to flow. If someone gets into an accident in the far left lane the chances of the accident impacting someone in the far right lane significantly go down. This translates over because if someone gets sick and walks everywhere then it is less likely that someone in a subway will get sick because of that as the means of transportation are plentiful.
