· English Language Learners (ELLs), a distinct subgroup, do not seem to be meeting the required accomplishment expectations of the CCRPI in the subject of Social Studies over the previous four years since the implementation of the CCRPI measuring system.

· Many social studies teachers have explained that trainings that are meant to aid them in strategies to support their students often only address language learning needs and rarely content area strategies or skills.

· The problem with most ELL teacher's PLs and PDs, is that they spend much time on theoretical readings and conversations rather than giving teachers practical experiences that they can immediately apply in their classrooms.

2. Administer pre-test to students. 

3. Professional Development will be held for teachers to learn specific strategies and skills to apply in classroom instruction.

4. Observe teacher’s classrooms using the Teacher Observation Tool.

5. Administer post-test to students. 

6. Analyze data from observations and pre-test to the observations and post-test after the Professional Development was held. 

7. Communicate results and findings.
