"The blacksmith in one village becomes a blacksmith's apprentice in another."
1) In my opinion, the proverb is trying say that if you are a blacksmith that mastered all the ways in your village and you move to another village, you would become a blacksmith's apprentice because there are still new things you can learn from other villages.
"If a white man wants to give you a hat, look at the one he is wearing before you accept it."
2) If the white man has a better looking hat and is giving you a dirty hat then that could mean that they are looking down on you.
"You do not become a chief simply by sitting on a big stool."
3) If you sit on a big stool that does not automatically make you a chief because you actually need to know how to properly be a chief.

"the blacksmiths in the village becomes a blacksmiths apprentice in another"

☆ In my own understanding of the first proverb, being a blacksmith is important, if you want to be a blacksmith you have to learn from one. and that culture passes from generation to generation.

"if a white man wants to give you a hat, look at the one he is wearing before you accept it"

☆ don't be gullible and if a person is judging you think if they are better than you before you get affected.

"You do not become a chief simply by sitting
on a big stool."

☆ just because you are sitting on something extravagant does not mean you are superior amongst others, what matters more is the leadership and the personality inside you that make you valid to become the reliable and trustworthy leader for that specific group.
