         <description><![CDATA[<p>In an effort to be efficient, so many of our secondary systems rely on a patchwork of supplemental programs that are disjointed from Tier 1 instruction.  To be fair, Tier 1 is crosses ELA, Science, and SS classrooms so it gets complicated.  Because literacy instruction is distributed, role clarity becomes important both in terms of serving students and providing teachers with instructional supports for collaborative planning and coaching.</p>]]></description>
