         <description><![CDATA[<div>In the 1780s it was clear that a new constitution was needed. In 1786 Virginia tried to hold a convention and only five states send delegates. Then Alexander Hamilton suggested that congress calls for a convention. During this convention two plans were discussed, the Virginia Plan and the New Jersey Plan. The Virginia plan started over and redid the whole constitution and and New Jersey Plan modified the constitution. They chose the Virginia Plan. <br><br></div>]]></description>
