         <description><![CDATA[<div>The Continental Congress passed the Articles of Confederation today on November 15, 1777. The document describes how the political system of our new nation will be organized. Each state has their own constitution and political system. There is a national government as well. The confederation gives the congress the power to to declare war and make peace treaties. Congress also has the power to form an army and a navy. They have the power to request troops for military however are not required to send troops. States can form armies called militias which will help in many ways.&nbsp;</div>]]></description>

         <description><![CDATA[<div>The articles give congress the power to declare war and make peace treaties and also request troops. Government has very little power to tax which states like. congress limited power to make laws and. When laws are passed 9 out of the 13 states has to agree. In most states the right to vote was limited to white males who owned property. The amount of property needed to be owned varies from state to state. Some Northern states owned slavery while some southern states didn't. Each state had the power to control there own trade. Congress had the power to print its own money which caused many problems in the economy.</div>]]></description>
