Together they can be a mass of destruction or whatever, but apart they can just be a nuisance. Much like Jack, Simon, the twins, Piggy, and Ralph. They are apart from civilization and are beginning to destroy themselves. If they were in a civilizides area with adults, they would help them to be proper and not people with big bloodlust issues and such, like jack. Ralph tries o keep them civilized but they are are not obeying due to the idea of "freedom".

But, when a rule is made that annoys you or doesn't help you, you're not going to enforce it or follow it. For example, Jack likes the idea of the conch allowing you to speak, but when it means that Piggy can speak when he doesn't want to hear it, it doesn't count. That is one challenge when maintaining a society. One person not obeying the rules or laws, could kill someone else. Like Mrs. Dukes said, one person speeding, or not following the traffic laws, could cause an accident killing someone else, who was following the laws. One example I can think of, is when a police officer is in a high speed pursuit of a vehicle, and the vehicle is running red lights, and putting everyone else on the road in danger. Some times the vehicle will crash into a car, causing an accident, and maybe even killing another person. Just like how jack, not following the rules, and not listening
to Ralph, jack could get another boy killed while hunting, or if they stay at the Rock castle. In the book Lord Of The Flies Jack doesn't follow Ralph's rules that he has made and wants to be followed. Ralph wants to keep everyone save and out of harm. We keep on following the rules people make we will all be save and no one dies
