Also, in my new district most are on multidisciplinary but they are using IPC in place of Chem or Physics. Is this ok under Part A of Ch 74?

I thought multidisciplinary required Chem or Physics but I get lost when deciphering part A below in Ch 74 :) Thank you!

Multidisciplinary studies. A student may earn a multidisciplinary studies endorsement by completing the requirements specified in subsection (e) of this section and:

(A) four advanced courses that prepare a student to enter the workforce successfully or postsecondary education without remediation from within one endorsement area or among endorsement areas that are not in a coherent sequence; or

(B) four credits in each of the four foundation subject areas to include chemistry and/or physics and English IV or a comparable AP or IB English course; or

(C) four credits in Advanced Placement, International Baccalaureate, or dual credit selected from English, mathematics, science, social studies, economics, languages other than English, or fine arts.

RESPONSE: The SBOE has identified specific computer programming courses that may meet the LOTE graduation requirement (19 TAC (b)(5)(C)(iv)). The only courses that may meet the LOTE requirement are the following CTE courses: • Computer Science I • Computer Science II • Computer Science III • AP Computer Science A • AP Computer Science Principles LOTE FAQs Rev. October 2023 Page - 14 • IB Computer Science Standard Level • IB Computer Science Higher Level To fulfill the LOTE requirement with computer programming courses, students must complete two credits from the courses listed above.

• Any student who has successfully completed one credit of LOTE but is unlikely to complete the second credit based on student ability may, with the approval of the committee of persons identified in rule, substitute the second credit with one credit from one of the following: • Special Topics in Language and Culture • World History Studies or World Geography Studies for a student who is not required to complete both by the local district or open-enrollment charter • Another available LOTE course • Computer programming courses

RESPONSE: There are substitutions for specific courses such as LOTE, but not for credits required for graduation as outlined in TAC Chapter 74.Those students would likely have modified curriculum and have taken alternate assessments. Those course codes may be found in C022 Table (https://tealprod.tea.state.tx.us/TWEDS/87/395/0/0/CodeTable/List/11812 e.g. English 1 03220107).

RESPONSE: If a student earned high school credit for a course for which there is an EOC assessment as listed in the TEC, §39.023(c), prior to enrollment in a Texas public school district and the credit has been accepted by a Texas public school district, or a student completed a course for Texas high school credit in a course for which there is an EOC assessment prior to the 2011-2012 spring administration, the student is not required to take the corresponding EOC assessment as listed in the TEC, §39.023(c).

RESPONSE: I am not sure I understand this question. Please see the requirements for earning an endorsement.

When a student receives special education services, the student’s ARD committee determines whether the student is required to achieve satisfactory performance on the EOC assessments. If the ARD committee determines that a student is not required to achieve satisfactory performance on the EOC assessments, the student is considered to be in compliance with assessment requirements under TEC §39.025 and an IGC review would not be necessary.

RESPONSE: A school district shall issue a certificate of attendance to a student who receives special education services under Subchapter A, Chapter 29, and who has completed four years of high school but has not completed the student's individualized education program. A school district shall allow a student who receives a certificate to participate in a graduation ceremony with students receiving high school diplomas. A student may participate in only one graduation ceremony under this subsection. This subsection does not preclude a student from receiving a diploma under Subsection (c)(2).

RESPONSE: Please see the following code table which corresponds to the Commissioner's Rules concerning Special Education Services (Rule 89.1070).

• TAC Rule 89.1070 (3) (A) states the following:

  • Consistent with the IEP, the student has obtained full-time employment, based on the student's abilities and local employment opportunities, in addition to mastering sufficient self-help skills to enable the student to maintain the employment without direct and ongoing educational support of the local school district.

• The statement referencing the ARD committee decision making was in reference to what full-time or part-time looks like in an LEAs demographic area. What is full time in a large LEA may be different in a smaller rural community.

Yes. Beginning with the 2019-2020 school year, a student that has completed the required courses and credits on the Foundation High School Program, including additional credits in Algebra 2, science, electives, and the courses required for at least one endorsement with or without modifications* to the curriculum, is eligible to earn the distinguished level of achievement on their transcript.  It is up to the ARD committee to determine if the student is required to achieve satisfactory performance on any end-of-course assessment.*When an ARD committee determines that modifications to the curriculum are required, the ARD committee must also ensure that the curriculum remains sufficiently rigorous, in order for the student to retain eligibility for an endorsement.

19 Tex. Admin. Code § 74.14

(e) A student may earn a performance acknowledgment on the student's transcript for earning a state-recognized or nationally or internationally recognized business or industry certification or license as follows.

(1) A student may earn a performance acknowledgment with:

(A) performance on an examination or series of examinations sufficient to obtain a nationally or internationally recognized business or industry certification; or

(B) performance on an examination sufficient to obtain a government-required credential to practice a profession.

TEC §89.1050.(c) ARD committee membership. 

(1) ARD committees must include the following: 

(A) the parents of the student; 

(B) not less than one regular education teacher of the student (if the student is, or may be, participating in the regular education environment) who must, to the extent practicable, be a teacher who is responsible for implementing a portion of the student's IEP;

(C) not less than one special education teacher of the student, or where appropriate, not less than one special education provider of the student;

 (D) a representative of the school district who:

  (i) is qualified to provide, or supervise the provision of, specially designed instruction to meet the unique needs of students with disabilities; 

(ii) is knowledgeable about the general education curriculum; and

 (iii) is knowledgeable about the availability of resources of the school district; Commissioner's Rules Concerning Special Education Services §89.AA. 

(E) an individual who can interpret the instructional implications of evaluation results, who may be a member of the committee described in subparagraphs (B)-(D) and (F) of this paragraph; (F) at the discretion of the parent or the school district, other individuals who have knowledge or special expertise regarding the student, including related services personnel, as appropriate; (G) whenever appropriate, the student with a disability; 

(H) to the extent appropriate, with the consent of the parents or a student who has reached the age of majority, a representative of any participating agency that is likely to be responsible for providing or paying for transition services; 

(I) a representative from career and technical education (CTE), preferably the teacher, when considering initial or continued placement of a student in CTE; and 

(J) a professional staff member who is on the language proficiency assessment committee who may be a member of the committee described in subparagraphs (B) and (C) of this paragraph, if the student is identified as an English language learner. (2) The special education teacher or special education provider that participates in the ARD committee meeting must be appropriately certified or licensed as required by 34 CFR, §300.156.  (Source: Chapter 89.1050)
