         <description><![CDATA[<div><strong>Claim</strong>: the CCH mechanism for reviewing vacant school sites should be scrutinized.<br><strong>Evidence</strong>: we've noticed an inefficiency in the reviewing process and allocation of VSP new purposes. 1. 43 sites located on private lands can be utilized based on the landowner's personal perspective, so the reviewing of PlanD is actually useless; 2. 64 sites are still being idled after being reviewed; 3. 181 sites, about 77% of the total number of VSP, are assigned for GIC use which takes up the place for residential use.<br><strong>Value principle:</strong><del> Due to the severely imbalanced land demand and supply in HK, the government should definitely not neglecting the issue of VSPs.</del><br>Efficiency of using land resources </div>]]></description>

         <description><![CDATA[<div><strong>Claim:</strong> Legal means should be considered to pressure the government and obtain climate justice.<br><strong>Evidence:</strong> Hong Kong did not meet its target of reduction of greenhouse gases even with the Climate Action Plan 2030+. The government action is not sufficient. Some countries (Netherlands, Pakistan...) used climate lawsuits to get governmental actions.<br><strong>Value Principles:</strong> Climate change is a threat that should not be neglected. Hong Kong should consider imitating other countries that were more efficient. </div>]]></description>

         <description><![CDATA[<div>Claim:The CCH mechanism should designate more land for residential use, and the current managers as Education Bureau should have plan of the VSPs and start implementation in a shorter time. <br><br>Data: <br>1. Only 11% of the 234 VSP are recommended for residential use in the CCH.<br>2. After the PlanD made the recommendation, Education Bureau spent long time making plan and implementation. It took about 8 years of the implementation of Confucian Sam Lok Chow Mud Wai School (118).<br>3. Tai Po Government Primary School (120) is currently vacant after it returned to PlanD in 2012.</div>]]></description>

         <title>Legalization of Airbnb</title>

         <description><![CDATA[<div>Claim: The government should review the law enforcement policy of Airbnb as the law enforcement practice now is ineffective and unfair <br><br>Evidence:<br>1. The number of inspection in 2018 is 15252 but there are only 159 prosecutions actually, there are only about 1% of successful rate in catching the illegal case in Airbnb, showing that it is not effective for the law enforcement practice currently. <br><br>2. The law enforcement practice will deceive the Airbnb users and both local or non-local  may also be caught illegal. For the non-local Airbnb user, they may not know the law in Hong Kong very clear, they may easily to be caught under the sting operation. This shows the law enforcement practice are not fair. <br><br>Value principle: The money from the government are actually coming from the Hong Kong citizens, it should not to be wasted on something that is not effective at all. Also, justice is important in a modern society, the law should not be suppressing the people even the people is not born in Hong Kong. </div>]]></description>

That includes taking EOC's recommendation on public consultation, and the NGO's advice.<br><br>Evidence: <br>1. There is no specific guidelines or policies to protect LGBT communities according to the reply from the civil service bureau.<br><br>2.   EOC has recommended the Government to consider conducting a public consultation on introducing anti-discrimination legislation on the grounds of sexual orientation, gender identity and intersex status. It is still in pending progress.<br><br>3. According to the response from the association of world citizen Hong Kong China, they did not receive reply from the Gender Identity and Sexual Orientation Unit of the Constitutional and Mainland Affairs Bureau when they were seeking for help while writing the publication.<br><br>Value principle:  <br>The government should take the leading role to protect human right of the LGBT+ communities, take actions and measures to provide a comfortable workplace for transgender employees are one of the very important steps.</div>]]></description>
