John Locke was very influential philosopher when it came to the right of the people so much he inspired Thomas Jefferson as he drafted the declaration of independence. He established a theory where personal liberty could coexist with political order. Labor is the origin and justification for property. Contract or consent is the basis for government and fixes its limits. Behind both doctrines is personal freedom.

According to Locke, a ruler/representative gains authority through the consent of the governed. The duty of that government is to protect the natural rights of the people, which Locke believed were; life, liberty, and property. If the government should fail to protect these rights, its citizens would have the right to overthrow that government. This idea deep influenced Thomas Jefferson as he drafted the Declaration of Independence so much he included it with the exception of property which he changed to pursue of happiness.
