Most other stated agreed to the constitution but not those two in paticular. So congress sent 12 amendments, 10 were approved which then became the bill of rights. Mason came to the convention very concerned with the amount of power being given to the federal government, and the convention's unwillingness to end the slave trade, so he wasnt sure at first.
