With the creation of Adres (Administrator of the Resources of the General System of Social Security in Health) a process of institutional strengthening of the sector culminated. Regulatory functions have become more technical. Several financial instruments, from the purchase of portfolios to convertible bonds into shares, have been put into practice. All the heads of the institutions have arrived by merit. The politicking is in retreat. We have consolidated a kind of technocratic stronghold. In short, the rectory has been strengthened.

The health accreditation is the set of processes, procedures and tools for periodic implementation by health service provider institutions, Health Promoting Entities, Occupational Risk Management Entities and Occupational Health Service Provider Institutions.

Health Guarantees

Affiliates to the general social security health system are guaranteed the proper organization and provision of the public health service, in the following terms:

1. The care of the services of the mandatory health plan of article 162 by the respective health promoting entity through the affiliated service provider institutions.

2. Emergency care throughout the national territory.

3. The free choice and transfer between health promoting entities, be it the modality of individual or collective affiliation, in accordance with the procedures, times, limits and effects determined by the National Government within the conditions provided in this law.

4. The choice of service provider institutions and professionals among the options that each health promoting entity offers within its network of services.

5. The participation of affiliates, individually or in their organizations, in all instances of association, representation, oversight of the governing entities, promoters and providers and of the social health security system.
