Consequences of BSLs

Dogs Suffer. Rather than give up beloved pets, owners of highly regulated or banned breeds often attempt to avoid detection by restricting their dogs’ outdoor exercise and socialization. This can have a negative impact on both the mental and physical health of the dog.
In addition, breed-specific laws can create a climate where it is nearly impossible for residents to adopt and live with such a breed—virtually ensuring destruction of otherwise adoptable dogs by shelters and humane societies.

Owners Suffer. Responsible owners of entirely friendly, properly supervised and well-socialized dogs who happen to fall within the regulated breed are required to comply with local breed bans and regulations. This can lead to housing issues, legal fees or even relinquishment of the animal.

Public Safety Suffers. Breed-specific laws have a tendency to compromise rather than enhance public safety. When animal control resources are used to regulate or ban a certain breed, the focus is shifted away from effective enforcement of laws that have the best chances of making communities safer. Additionally, guardians of banned breeds may be deterred from seeking routine veterinary care, which can lead to outbreaks of rabies and other diseases that endanger communities.
Breed-specific laws may also have the unintended consequence of encouraging irresponsible dog ownership. As certain breeds are regulated, individuals who exploit aggression in dogs are likely to turn to other, unregulated breeds.

What Is BSL and Is It Effective?

BSL stands for breed-specific legislation. It refers to laws that ban or restrict certain types of dogs based on their appearance, usually because they are perceived as a dangerous species. These laws target dogs not because they are a specific breed, but because someone thinks they may look like a certain breed. Many studies have shown that there is almost no evidence that breed-specific laws make communities safer for people or animals.

In the city of Gonzales, California, Pitbulls are reffered to as vicious animals that must be confined indoors or in a securely locked pen or kennel, except when they are on a leash and under the physical control of a person holding the leash. This makes sense for any dog because most if not all dogs may run and cause havoc if off a leash, but they mention pitbulls specifically because of "the commonly recognized and well documented aggressive traits and tendencies of pit bulldogs (known and herein referred to as "pit bulls"), the serious nature of injuries they inflict on humans and animals whom they attack, sometimes resulting in death,"

In the case Tracy v. Solesky, The Maryland Court of Appeals declared “pit bull” dogs “inherently dangerous,” creating a new law that threatened tens of thousands of dogs and their families across the state. This misguided ruling was contrary to all available scientific evidence about dogs, which tells us that breed is not predictive of behavior. It also treated “pit bulls” as a specific breed of dog, when in fact the name “pit bull” is a category that includes several breeds of dogs as well as any dog that has somewhat similar characteristics to those dogs.

In Rushville, Nebraska, city council members voted unanimously to prohibit pit bulls inside city limits and to force people who own pit bulls to prove tht they have sufficient insurance to cover a possible attack. The ordinance also requires all registered pit bulls to be kept indoors or in a closed and locked pen or kennel, except if they are on a leash or muzzled. All owners are also required to display a sign in a prominent place at their home using the words “Beware of dog — pit bull".
