1- He promised a better life for the poor.
2- He called for development of a modern economy
3- He pledged to restore China's position as a major world power. 
While promising all of this and making these his goals, China faced some obstacles, like having to feed, clothe, and educate, its big population, as well as having bad geography that limited the amount of land that could used to produce food. They wanted to place the means of production under central government control. So, what they created were collective farms. These are farms that are owned by the government. They forced peasants to pool their land, tools, and labor to form these. He divided China into communes where their were tons of land and tons of people to work. 
Some of its effects were--peasants resisted the commune system , sometimes peasants destroyed the crops, food productions fell, many did not work very hard, and lastly floods and droughts occurred a lot.
